In April 2007, the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Quality (DWQ) and the United States Army Corps of Engineers (USACE) met with the Partners and determined that the best path forward for the environmental review of the Western Wake Regional Wastewater Management Facilities was for the USACE Wilmington, NC office to initiate an Environmental Impact Statement (EIS) under the National Environmental Policy Act (NEPA). It was at this point that the state process (SEPA) was halted and the national process (NEPA) was begun.
