Project Permitting
Upon the issuance of the ROD, the partners have begun activities to obtain permits for construction of the proposed project. Permits and approvals from several Federal, State, and Local agencies are necessary.
There are several components to the WWRWMF project, including raw wastewater pipelines and pump stations, a water reclamation facility (WRF), treated wastewater pipelines, and a discharge to the Cape Fear River that are planned to be constructed with 13 separate construction contracts. Each construction contract will require it's own set of permits specific to that project, and many of the contracts require different sets of permits from one another.

Note 1
A single erosion control plan submittal/single permit for the WWWRF site is planned. However the Effluent Pump Station contract – which is on the WWWRF site – includes the Cascade Aerator which is 12 miles away at the Cape Fear River. A separate E&SC permit for this portion of the contract is planned.
Note 2
WRF Contract 1 will receive SRF funding. Other contracts will not be submitted with the CG&L SRF Program submittal checklist and the SRF forms, and construction documents will not contain SRF related provisions.
Note 3
Permit 36A, for the Church Road Waterline Extension NCDOT Encroachment was submitted by H&S within the same package as Contracts 5, 6, 7 and 8
